Local government reorganisation is the process by which the structure and responsibilities of local authorities are reconfigured.

In the context of the English Devolution White Paper, the Government wants councils to change from the current two-tier system, where responsibilities are shared between a county council and district or borough councils. Instead, a single council would be responsible for delivering all local government services. This is called a unitary council.
